Role overview

Reporting to the Capital Director the Health, Safety & Compliance Manager is responsible for the Health, Safety, Environmental and Quality (HSEQ) performance across the capital portfolio including the stewardship of the project controls function. The Health, Safety & Compliance Manager will plan and execute portfolio and project specific strategies for safety, risk, quality, planning and the environment across the Capital Portfolio whilst maintaining a robust project controls framework.

Principal accountabilities

Planning Stage

  • Working with the relevant Project Manager, take responsibility for developing and approving the construction phasing and integration of the works with live operations during the construction stage.
  • Identify critical project milestones and constraints with regard to compliance with HSEQ.
  • Develop and implement a project wide strategy for logistics and airport interfaces.
Delivery Stage
  • Work with suppliers to manage the critical activities associated with HSEQ.
  • Manage all HSEQ supplier interfaces with third party operations.
  • Work closely with the EAL Control of Contractors Unit (CCRU) ensuring supplier compliance at all times
  • Drive improvement in suppliers HSEQ performance to meet targets.
  • Maximise production output through efficient HSEQ practices.
  • Responsible for ensuring that identified risks have been adequately addressed by the suppliers and EAL Project Managers
  • Review suppliers safety documentation and monitor its maintenance.
  • Monitor supplier construction operations on a continuous basis. Carry out checks on site to ensure that all operatives have been briefed and understand their roles.
Handover Stage
  • Drive improvement in suppliers quality performance to meet targets at handover including aim to deliver defect free at handover.
  • Working with the Project Managers, EAL Engineering and other EAL operational teams develop and implement the soft landings process, be accountable for the delivery of high quality projects at handover stage
  • Ensure suppliers carry out adequate checks to demonstrate compliance with the design
  • Carry out audit checks to test for supplier compliance and understanding of methods of work.
Governance & Strategy
  • Develop and implement the strategy for monitoring the suppliers quality compliance
  • Develop and implement the strategy for improved supplier HSE performance
  • Develop and implement the monitoring and reporting tools within the Project Department for HSEQ
Qualifications and Experience:


  • Proven construction related HSEQ qualifications and experience
  • HSEQ management experience in an operationally live environment
  • Portfolio management experience with a wide range of diverse projects impacting on a variety of stakeholders at different levels
  • Proven achievements in influencing stakeholder and supply chain partners
  • Strong inter-personal skills with the ability to communicate effectively at all levels
  • Confident in decision making, issue resolution and ability to deliver
  • Self motivated and able to work with minimal supervision


  • Previous experience of working within an airport or large infrastructure organisation with a significant capital programme
  • Qualification in a relevant subject (e.g. civil engineering, building.)
