Role overview

An exciting opportunity for an ambitious safety professional who will report to the Capital Director. The Health, Safety, Environment & Quality Manager will be responsible for managing Health, Safety, Environmental and Quality (HSEQ) across the Capital Portfolio. This includes the opportunity to develop and implement the HSEQ strategy to continuously improve safety performance and support the team achieve a value driven, interdependent safety culture.

The successful candidate will take responsibility for providing a platform for continuous improvement and set a standard / expectation for achieving excellence in the Project Delivery Team. The role will provide support and guidance to the Project Delivery Team on Health, Safety, Environment & Quality matters including legislative obligations, standards relating to statutory compliance and best practice.

This role will lead the Capital Portfolio by developing and influencing behaviours which will continually improve safety performance and shape the culture. The role will include involvement with a diverse portfolio including the opportunity to develop through engagement with the wider business.

Someone who is confident in engagement, dynamic, proactive and has the ability to effectively communicate information in a way that will influence long term improvements is required for this role. An ability to lead performance improvement through an understanding of behavioural safety and demonstratable experience in the application of behavioural modification strategies is desired.

Principal accountabilities:
  • Develop and implement the HSEQ strategy
  •  Provide guidance and support to the Project Delivery Team on Health, Safety, Environment and Quality matters
  • Support the Development Management to ensure risks are identified and eliminated where possible through early stages of projects
  • Support the Project Managers and provide direction on documentation quality, risk management controls and site visits while promoting an engagement culture with the workforce
  • Provide guidance and ensure compliance with the Construction, Design & Management Regulations (2015) is embedded within the Project Delivery team processes
  • Develop and review safety aspects of tenders ensuring the competency of the supply chain is demonstrated
  • Develop monitoring systems to record safety performance and inform opportunities for improvements
  • Develop and carry out training and awareness briefings to the Project Delivery Team where the need is identified
  • Actively collaborate and engage with the Contracting community and wider business to ensure improvement opportunities are identified and implemented including coordination of the Contractor Safety Forum
  • Develop and maintain the Safety Management System including providing technical support to the team
  • Monitor and support Project Managers with the close out of investigations ensuring that appropriate actions are in place, causes have been identified and learning has been shared effectively
Qualifications and Experience:


  • Proven construction related HSEQ qualifications and experience
  • Qualification in a relevant subject (e.g. NEBOSH)
  • Portfolio management experience with a wide range of diverse projects impacting on a variety of stakeholders at different levels
  • Proven achievements in influencing stakeholder and supply chain partners
  • Strong inter-personal skills with the ability to communicate effectively at all levels
  • Confident in decision making, issue resolution and ability to deliver
  • Self motivated and able to work independently
  • Experience and knowledge of behavioural safety


  • Previous experience of working within an airport or large infrastructure organisation with a significant capital programme
  • HSEQ management experience in an operational environment
  • Knowledge of airport and passenger operations
  • Passionate about personal development
